MEMORANDUM FOR THE STAFF
Staff Rules, Position and Duties/Responsibilities
Staff Rule #1 for being a Staff Officer or NCO in the Regiment is: You must be ready to support the regiment needs at all times, staring when you first step foot out of your vehicle and continue throughout all events until you get back in your vehicle to safely go home.
Staff Rule #2 for being a Staff Officer or NCO in the Regiment is: You must be willing and able to support the regiment between events to ensure the regiment is ready for the next event.
Field Staff
Commander of the Regiment
The Regimental Commander of the regiment, the commander must constantly be aware of his every action within the regiment and community. His image on and off the field has a direct effect on all members of the Fifth Regiment and our umbrella organization 1st Division, Army of Northern Virginia.
Although not all-inclusive, some of his duties are as follows: He shall command the regiment while in line of march and battle. Responsible for the overall supervision of the regiment and its appointed staff. He shall appoint the regiment’s staff and designates their duties by assigning them particular responsibilities and authorities. The commander shall insure that all necessary staff actions and reports are timely rendered and follow-up action is taken as appropriate. Determines the staff’ positions required to manage the regiment, staff rank, promotions of the staff, demotions when necessary, and awards when earned. Recommends duties and assignments and/or relief from duties and assignments of the staff. Schedules and presides over staff meetings and/or unit commanders/POC conferences, to include the annual regimental meeting. Required to attend all planning meetings for upcoming events to insure that the regiment is properly provided for.
Lieutenant Colonel
The Regiment’s Lieut. Colonel is the Left Wing Commander and Training Officer of the regiment. He shall command the Left Wing while in line of march and battle. He will be ready and fully qualified to assume command of the regiment in the absence of the regiment commander. The Colonel has assigned the Lieut. Colonel as the Regiment’s Training Officer. He will be responsible for ensuring that the regiment is full trained in accordance with the Regulations For The Army Of The Confederate States and Hardees Rifle and Light Infantry Tactics Recommends placement of companies in the line of battle in accordance to the training and capabilities. He will serve as a field grade advisor to the regimental commander in formulating plans, policy and procedures for the regiment. Directs, coordinates, and supervises the regiments staff and performs additional duties by the regiment commander. Performs other duties as directed by the regiment commander.
Major (Senior)
The Regiment’s Senior Major is the Left Wing Commander and will serve as a field grade advisor to the regimental commander in formulating policy and procedures for the regiment. He shall command the Right Wing while in line of march and battle. He will be ready and fully qualified to assume duties of the Lieut. Colonel in his absence and command of the regiment in the absence of the regiment commander. He will assist the Lieut. Colonel in the recommendations of placement of the companies in the line of battle in accordance to the training and capabilities. Performs other duties as directed by the regiment commander.
Major (Junior)
The Regiment’s Junior Major shall be the Field Officer assigned to supervise the center of the regiment while in the line of march and battle. He will be ready and fully qualified to assume duties of the Senior Major in his absence and command of the left Wing. He will assist both Wing Commanders in line of battle, as required. He will be responsibly to insure that the Company Commanders maintain their place in line of battle. Performs other duties as directed by the regiment commander.
Staff Positions
Adjutant of the Regiment
The Adjutants Department is the support branch on the Regiment Staff that plays a vital role in the regiment’s management ability to communicate, get into formation and maneuver. The Adjutant of the Regiment shall be the right hand man of the commander in most action in the regiment. The Adjutant will be the senior Administration Officer of the regiment; as such he will be responsible for the supervision of the Regiment Staff and oversight of the preparation of the regiments correspondence. He will prepare all news releases and reports to the local media and newspapers. He shall arrange for public information coverage and photographs of events/activities, as appropriate. He will assist the Training Officers in the training and maneuvering of the regiment in accordance with the Regulations For The Army Of The Confederate States and Hardees Rifle and Light Infantry Tactics. He will, on the recommendations of the Field Staffs, be responsible for the placement of the Color Guard and formation of the regiment. He will be responsible for forming the regiment for all parades. He will serve as a senior Line Officer and advisor to the regimental commander in formulating policy and procedures for the regiment. Performs other duties as directed by the regiment commander.
Assistant Adjutant
The Assistant Adjutant shall assist the Regimental Adjutant in performance of his duties. The Colonel has assigned the Assistant Adjutant as the Regiment’s Financial Officer and secretary. He will be responsible for keeping the financial records of the regiment. The Assistant Adjutant will keep the minutes of all meetings for the regiment. He will be responsible for marinating the regiment rosters to include the regiment’s insurance records. Performs other duties as directed by the regiment commander.
Duty Officer of the Regiment
The Regimental Duty Officer shall be the Officer of the Day. He will be posted at HQ to assist and direct all visitors to the regiment. The Duty Officer will assist the Staff in completing their duties, as required. The Duty Officer reports directly to the Adjutant. The Officer of the Day shall be responsible for ensuring the completion of the Regiment Morning Report and delivering to Brigade HQ. Responsible for overseeing assigned projects/duties, at each event, by the Regiment Commander or Adjutant Department. He will responsible for maintaining a suspense log for all assigned projects to ensure completion, as required. Performs additional duties as directed by the regiment commander.
Surgeon of the Regiment
The Regimental Medical Department is the support branch on the Regiment Staff that ensures the health and well-being of the regiment’s members both on and off of the battlefield. The Surgeon reports directly to the Colonel, on all regimental medical related matters that require his approval or attention. He will serve as a senior Line Officer and advisor to the regimental commander in formulating policy and procedures for the regiment. Although not all-inclusive, some of his duties are as follows: He will establish a Regimental Hospital or Aid Station, as required. He will maintain close liaison with the Brigade Medical Staff and assist, as directed by the regiment commander. Supervises the regimental medical personnel and oversees the wounded on the battlefield by stationing himself and his staff to the rear of the regiment during all field operations, including drills, marches, and battles. This will position them in a place to act as additional safety observers and allow them to check casualties during battle operations. Performs other duties as directed by the regiment commander.
Assistant Surgeon
The Assistant Surgeon shall assist the Regimental Surgeon in performance of his duties. Performs other duties as directed by the regiment commander.
Quartermaster Officer of the Regiment
The Regimental Quartermaster Officer shall ensure that the regiment’s camp is set up in accordance with Regulations For The Army Of The Confederate States. The Quartermaster Officer shall also ensure that the regiment has adequate supplies to sustain the regiment’s needs at all times by monitoring the wood, water and sinks. The Quartermaster Officer shall assist the Regimental Ordnance Officer to ensure the safety of the regiment at all times. Performs other duties as directed by the regiment commander.
Quartermaster Sergeant of the Regiment
The Quartermaster Sergeant shall assist the Regimental Quartermaster Officer in performance of his duties. Performs other duties as directed by the regiment commander.
Ordnance Officer of the Regiment
The Regimental Ordnance Officer shall ensure that the maximum number of weapons and equipment are operationally ready and available for deployment at all times; that the ammunition required for the weapons is correctly measured for the weapon it is being used in to ensure the safety of the regiment at all times. The Ordnance Department shall ensure that all Battalions and Regiments present perform daily weapons and safety inspections prior to any tactical or reenacted battle. The Ordnance Officer shall ensure that all ordnance reports are submitted to the brigade, as required. Ordnance Department personnel shall stand ready to assist regiment personnel, if invited, in the performance of said inspections. Ordnance Department personnel shall also advance with assigned Battalion or Regiment as they go forward into battle, keeping a safe distance behind so as to observe and monitor the safe handling, loading, and firing of weapons, and check all personnel taking hits to ensure that no real medical situation exists. When noting any unsafe practice, said assigned Ordnance personnel will address it with the individuals Company Officer or NCO and request their assistance in correcting the matter. Performs other duties as directed by the regiment commander.
Ordnance Sergeant
The Ordnance Sergeant shall assist the Regimental Ordnance Officer in performance of his duties. Performs other duties as directed by the regiment commander.
Sergeant Major of the RegimentThe Regiment’s Sergeant Major is the senior enlisted member of the regiment. He serves as a model soldier for the enlisted men of the regiment. The Sergeant Major shall assist the Regiment Training Officer in the training of all Non-Commissioned Officers (NCO) and enlisted members of the regiment. He shall assist the Adjutant in supervision of all First Sergeants. Schedules and conducts meetings with the non-commissioned officers when necessary. He shall assist the Right Wing Commander command the Left Wing while in line of march and battle. He shall assist the Adjutant’s Department in the completing the Morning Reports. He shall supervise the Color Sergeant and guard to insure they are properly trained and ready for formation. Performs other duties as directed by the regiment commander.
Provost Officer of the Regiment
The Provost Department is the support branch on the Regiments Staff that is responsible for the policing of the Regiment on and off the battlefield. The duty of the Provost Department is to assist the Regimental Commander and Staff to insure that the universal obligation in respect to the protection and well being of the members of the regiment are not evaded. The Provost Department’s actions and recommendations will be consistent with an intelligent, sympathetic, and firm military police administration in all matters or actions. The Provost Officer shall enforce any and all orders of the Regimental Commander and Staff, to include any/all approved published regulations, standing orders, Standard Operating Procedures and By-laws of the regiment as well as any Federal, State or private land owners regulations which may apply. It shall be the duty of the Provost Officer or appointed Ordnance representative to ensure that all regiments weapons are safe and operational prior to being allowed on the battlefield and that the ordnance safety inspection forms have be submitted to the brigade, as required. The Provost Officer shall request assistance from the Civilian Coordinator to oversee the regiment area when the regiment is out of camp to insure appropriate security and prevent theft, fire or vandalism. The Provost Officer is responsible for maintaining good order in the regiment camp. The Provost Department shall intercede into all disagreement, altercation, or disturbance caused by any member of the regiment or their dependants for the purpose of adjudicating or settling any such dispute and restoring good order and discipline. The Provost Department personnel will be identified by wearing Fifth Regiment Provost Badges or if necessary, a Red Armbands. The Provost Department representatives shall assist the Staff when on line of march to assist stragglers or deserters from leaving the formation. Furthermore, they shall intercept and prevent any and all independent or otherwise unknown reenactors from joining the ranks of the regiment after weapons inspection is completed and once on the march. The Provost Officer shall request that the Regimental Commander remove from the field any member of the ANV who presents a safety hazard to themselves and to those around them in the ranks due to unsafe handling, loading or firing of weapons, after having the unsafe practices brought to the attention of the person’s Company Commander, Senior Officer or Senior NCO present without the problem being rectified. Further, when in camp or bivouac, any regiment member caught stealing, harassing others or disturbing the peace after quiet hours due to drunkenness will be ejected from the event after seeking and obtaining the Regimental Commander’s concurrence. The Provost Department will corrects camp and uniform authenticity violations when observed. If the individual is a civilian the Provost will request the Civilian Coordinator to attend to the matter assisted by the Provost Officer, as required. Performs other duties as directed by the regiment commander.
Provost Sergeant
The Provost Sergeant shall assist the Regimental Provost Officer in performance of his duties. Performs other duties as directed by the regiment commander.
Color Sergeant of the Regiment
The Color Sergeant shat command the color guard and insures that they are properly trained and that the Regiment’s Colors are on hand and properly maintained. Performs other duties as directed by the regiment commander.
Civilian Coordinator
The Regiment’s Civilian Coordinator is the regiment’s civilian member that is appointed to the Staff to oversee all civilian concerns. He/she serves as a model civilian for the civilian members of the regiment. His/her duty is to assist the Regimental Commander and Staff to insure that the universal obligation in respect to the function, protection and well being of the civilian members of the regiment are not evaded.
